| Title: Hair Dryers | |
| Abstract: The Commission is considering a rule specifying that handheld hair dryers shall be deemed a substantial product hazard under 15 USC 2064(a)(2) if they do not have immersion protection meeting the requirements of section 5 of UL 859, Standard for Household Electric Personal Grooming Appliances. Such a rule is authorized by 15 USC 2064(j) in cases where readily observable product characteristics are addressed by voluntary standards that have been effective in reducing the risk from such characteristics and where there is substantial compliance with such standards. The rule would address the risk of electrocution when handheld hair dryers are immersed in bathtubs or come into contact with wet surfaces. The Commission published a Notice of Proposed Rulemaking (NPRM) in the Federal Register on May 17, 2010. The comment period ended August 2, 2010. Staff will send a Final Rule (FR) briefing package to the Commission in June 2011. | |
