Title: Amendment of Standard for the Flammability of Mattresses and Mattress Pads (Cigarette Ignition)--Standard Reference Material Ignition Source 
Abstract: The Commission issued a Notice of Proposed Rulemaking (NPRM) to consider a possible amendment to the existing flammability standard for cigarette ignition resistance of mattress and mattress pads (16 CFR 1632) to incorporate a new Standard Reference Material (SRM) cigarette as the ignition source in the performance tests of the standard. The NPR was published in the Federal Register on November 1, 2010. This activity is related to the Commission's 2005 Advance Notice of Proposed Rulemaking (ANPRM) and research project to amend or revoke the standard, but this is a separate initiative to provide a replacement for a specified standard test cigarette that went out of production in 2008. Manufacturers and testing organizations (including the CPSC) use such standard test materials to establish compliance for mattresses subject to 16 CFR 1632. The new SRM cigarette would have the approximate ignition strength of the original standard test cigarette; the possible proposed amendment would not affect the level of safety provided by the standard. Staff is preparing a briefing package for Commission consideration of the final rule.
