Title: ●Third-Party Accreditation for Phthalates
Abstract: Section 108 of the Consumer Product Safety Improvement Act of 2008 (CPSIA), Public Law 110-314, 122 Stat. 3016 (August 14, 2008), requires the Commission to publish notice of requirements for the accreditation of third party conformity assessment bodies (laboratories) to assess conformity with the phthalate concentration limits in children’s toys and child care articles for di-(2-ethylhexyl) phthalate (DEHP), dibutyl phthalate (DBP), or benzyl butyl phthalate (BBP); and for the phthalate concentration limits in a children’s toy that can be placed in a child’s mouth or child care article for diisononyl phthalate (DINP), diisodecyl phthalate (DIDP), or di-n-octyl phthalate (DnOP). The Commission will initiate a rulemaking to establish the requirements for third party conformity assessment bodies to meet in order for their accreditation to test for phthalate content to be accepted by the Commission.
