Title: Third Party Accreditation for Phthalates 
Abstract: Section 108 of the Consumer Product Safety Improvement Act of 2008 (CPSIA), Public Law 110-314, 122 Stat. 3016 (August 14, 2008), requires that the Commission publish a notice of requirements for the accreditation of third party conformity assessment bodies (laboratories) to assess conformity with the phthalate concentration limits in children's toys and child care articles for di-(2-ethylhexyl) phthalate (DEHP), dibutyl phthalate (DBP), or benzyl butyl phthalate (BBP); and for the phthalate concentration limits in a children's toy that can be placed in a child's mouth or child care article for diisononyl phthalate (DINP), diisodecyl phthalate (DIDP), or di-n-octyl phthalate (DnOP). The Commission will initiate a rulemaking to establish the requirements that third party conformity assessment bodies must meet for their accreditation to test for phthalate content to be accepted by the Commission. Staff is preparing a briefing package for Commission consideration.
