| Title: Petition Requesting Labeling Requirements Regarding Slip Resistance of Hard Surface Flooring and Floor Coatings | |

Abstract:
The Commission received a petition from the national Floor Safety Institute (Petitioner) requesting that the Commission initiate a rulemaking to require floor manufacturers of hard surface flooring materials and floor coatings to label their products to provide point-of-sale information regarding such products' degree of slip resistance, in accordance with the labeling requirements of ANSI B101.5-2014. Petitioner states that the primary focus of the petition is to protect the elderly, a population that petitioner asserts is most vulnerable to the risk of slip-and-fall events. Petitioner states that the requested rulemaking will allow the elderly to select flooring that offers higher slip resistance, thereby reducing the risk of accidental slip-and-fall events. On November 24, 2015, the Commission voted unanimously (5-0) to approve publication of a notice in the Federal Register for public comment on the petition. The notice published in the Federal Register on December 3, 2015, with a comment period close date of February 1, 2016. Staff will review the comments and prepare a briefing package for Commission consideration. |
