Title: Protecting Consumers From SIM Swap and Port-Out Fraud, WC Docket No. 21-341 
Abstract:

The Commission revised its Customer Proprietary Network Information (CPNI) and Local Number Portability (LNP) rules to require wireless providers to adopt secure methods of authenticating a customer before redirecting a customer's phone number to a new device or provider.  The Commission also required wireless providers to immediately notify customers whenever a SIM change or port-out request is made on customers' accounts, and take additional steps to protect customers from SIM swap and port-out fraud.  In a Further Notice of Proposed Rulemaking, the Commission sought comment on whether to harmonize the existing requirements governing customer access to CPNI with the SIM change authentication and protection measures, and on what steps the Commission can take to harmonize government efforts to address SIM swap and port-out fraud.
