Abstract:

46 CFR 541.4 was judicially set aside by the U.S. Court of Appeals for the D.C. Circuit (WSC v. FMC, No. 24-1088 (CADC Sept. 23, 2025)). This rulemaking makes a conforming edit to the Code of Federal Regulations to remove the provision.
