Title: Administrative Guidance 
Abstract:

This final rule, which adds to the Code of Federal Regulations at 49 part 1473, subpart A, is adopted pursuant to Executive Order 13891, titled:  Promoting the Rule of Law Through Improved Agency Guidance Documents” (October 9, 2019).  In that Executive Order, Federal agencies are required to finalize regulations, or amend existing regulations as necessary, to set forth processes and procedures for issuing guidance documents.
