| Title: Federal Travel Regulation; FTR Case 2007-304 and 2003-309, Relocation Allowances | |
| Abstract: This final rule is a combination of two previous proposed rules (69 FR 68111, Nov. 23, 2004, and 72 FR 43216, Aug. 3, 2007). The result is a unified, single final rule that addresses a wide range of relocation issues that came out of both a Relocation Best Practices Committee and a Chartered Government Relocation Advisory Board (GRAB). Some of the changes for relocation issues includes; (1) Adopts the IRS's 50-mile test for local vs. relocation moves, (2) Reduces total time to complete a relocation from two years with a possible two year extension to one year with a possible one year extension, (3) Requires that agencies provide counseling to all transferees and recommends counseling employees before they accept a transfer, (4) Uses the standard continental United States (CONUS) per diem for calculating actual expense per diems for house hunting trips (HHTs) and the locality rate per diem for calculating lump-sum HHT benefits, (5) Requires employees choosing a lump sum reimbursement Temporary Quarters Subsistence Expense (TQSE) reimbursement to sign a statement certifying that TQSE expenses will actually be incurred, (6) Clarifies that the definition of 18,000 pounds net weight allowance for household goods does not include packing materials for uncrated and van line, (7) Adds requirements to the conditions for shipping a Privately Owned Vehicle (POV), that the vehicle be in operating order, legally tagged, and that the distance be 600 miles or more, and (8) Many other changes as listed in the final rule. | |
