Title: ●Federal Management Regulation (FMR); FMR 2015-102-4; Exchange Sale 
Abstract:

GSA is proposing to amend the Federal Management Regulation (FMR) to make the exchange/sale provisions more effective for Federal agencies by allowing the exchange of firearms with the Original Equipment Manufacturer (OEM) which is prohibited by current regulation. The amendment, developed in coordination with the Department of Justice (DOJ), will reduce the cost to agencies when acquiring replacement firearms by allowing agencies to receive an exchange allowance or trade-in value toward the purchase of the new firearm. As agencies experience challenges in acquiring new firearms, and there is a continuing need for agencies to utilize the most effective tools available, changing the exchange/sale provision in this manner will directly benefit the agencies as well as the taxpayer. This rule is significant because of the sensitive of government owned firearms becoming available to the general public.
