Abstract:
The General Services Administration (GSA) is migrating the Federal Property Management Regulations' (FPMR) subchapter G, FPMR 101-39 and moving those parts to FMR 102-31, which addresses interagency motor vehicle fleet management systems (IFMS), to the Federal Management Regulation (FMR). This Final Rule updates policies governing the establishment and operation of an IFMS and procedures under which an IFMS may be established, operated, curtailed, or discontinued. GSA shall establish and provide for the operation of an IFMS for the purpose of providing more efficient or economical transportation of Government personnel and property by providing an agency with Federal Government-owned motor vehicles; and/or the use of motor vehicles, under rental or other arrangements, through private fleet operators, taxicab companies, or local or interstate common carriers within specific areas. This streamlined, updated, and clarified rule will provide the agencies with a current regulatory resource to manage their GSA leased motor vehicles effectively and efficiently. This rule supports improvement of service delivery and customer experience by decreasing administrative burdens, enhancing transparency, and improving the efficiency and effectiveness of government. |
