Abstract:
Rule Description - 36 CFR 1256, Subpart F implements section 501 of the United States Information and Educational Exchange Act of 1948, as amended by section 202 of Public Law 101-246. This subpart also outlines procedures that permit the public to inspect and obtain copies of USIA (subsequently Broadcasting Board of Governors and US Agency for Global Media) audiovisual records and other materials in the United States that were prepared for dissemination abroad and that have been transferred to NARA for preservation and domestic distribution. This regulation predates current amendments to the relevant agency’s authorizing statute, 22 USC 1461. NARA proposes to revise this regulation to ensure that it is consistent with the current authority. Alternatively, some provisions in this subpart (e.g., 36 CFR 1256.98(a)) may be rescinded as the restrictions specified in the authorizing statute have expired.
