Title: Minimum Standards for State Registration of Appraisal Management Companies 
Abstract:

The Comptroller of the Currency, Board of Governors of the Federal Reserve System, Federal Deposit Insurance Corporation, Federal Housing Finance Agency, Consumer Financial Protection Bureau, and National Credit Union Administration (Agencies) issued a joint proposed rule to establish minimum requirements for the registration and oversight of appraisal management companies (AMC) to implement the provisions of section 1473(f) of the Dodd-Frank Wall Street Reform and Consumer Protection Act. Among other things, the proposal required that AMCs: (1) register with and be subject to supervision by a State appraiser certifying and licensing agency in each State in which such company operates; (2) verify that only licensed or certified appraisers are used for federally related transactions; (3) comply with the Uniform Standards of Professional Appraisal Practice; and (4) operate independently and free from inappropriate influence and coercion pursuant to the appraisal independence standards established under section 129E of the Truth in Lending Act. The Agencies are considering the public comments and are working jointly towards finalizing this rule.
