The National Transportation Safety Board (NTSB) plans to revise 49 CFR parts 835 and 837. The NTSB intends to make technical, nonsubstantive revisions. The revised parts will be organized and rephrased to clarify the scope of the regulations and the responsibilities of the parties requesting testimony, documents, or material from the NTSB in connection with legal proceedings. Because the NTSB does not expect adverse comments, it is revising both parts in a Direct Final Rule (DFR). The DFR follows a notice the NTSB published in the Federal Register in June 2012, which indicated the NTSB would review all NTSB regulations and amend them to ensure they are up-to-date, in accordance with Executive Orders 13563 and 13579. The revisions to part 837 were previously contained in RIN 3147-AA05, which has since been merged with this RIN (AA04). See this RIN for all future activity related to parts 835 and 837.
