Title: Disposal of High-Level Radioactive Wastes in Geologic Repositories; Design Basis Events 
Abstract: The proposed rule would amend the Commission's regulations to clarify preclosure regulatory requirements for high-level waste geologic repositories. Several issues associated with preclosure regulatory requirements have been raised due to different interpretations of the rulemaking record for 10 CFR Part 60. These involve: (1) the lack of clearly prescribed requirements for the establishment of a preclosure controlled area intended to protect public health and safety from radiation from a broad range of accident conditions; (2) the radiation protection requirements for workers and members of the public during normal or otherwise anticipated conditions; and (3) the definition of structures, systems, and components important to safety for which certain design and qualify assurance criteria apply. Guidance is needed from NRC on these matters to enable DOE to proceed with the development of a proposed design for a geologic repository.
