Title: Enhanced Weapons, Firearms Background Checks, and Security Event Notification [NRC-2011-0018] 
Abstract:

The proposed rule would amend the Commission's regulations by implementing the new authority in section 161A of the Atomic Energy Act of 1954, as amended, for access to enhanced weapons and associated firearms background checks, and would modify certain physical security event notifications at power reactor facilities and Category I strategic special nuclear materials facilities. A supplemental proposed rule, expanded the scope of the proposed rule to include at-reactor Independent Spent Fuel Storage Installation.

Additional Information: As discussed in the 2011 proposed rule, the Firearms Guidelines is a joint policy document between the U.S. Department of Justice and the NRC that forms the basis for this rulemaking. After discussions with the Department of Justice, the NRC decided to update the background check requirements in the Firearms Guidelines. This update has been completed, and the NRC will publish a second supplemental proposed rule containing the updated background check requirements in 2015, for public comment.
