The proposed rule would amend the Commission's regulations to incorporate by reference the latest revisions of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (BPV) Code Cases and Operation and Maintenance (OM) Code Cases pertaining to Regulatory Guide (RG) 1.84, "Design, Fabrication, and Materials Code Case Acceptability, ASME Section III," Revision 36; RG 1.147, "In-service Inspection Code Case Acceptability, ASME Section XI, Division 1," Revision 17, and RG 1.192, "Operation and Maintenance Code Case Acceptability, ASME OM Code," Revision 1. This rulemaking would incorporate by reference the latest revisions of regulatory guides approving new and revised Code Cases published by the ASME as alternatives to requirements in the ASME BPV and OM Codes regarding the construction, in-service inspection, and in-service testing of nuclear power plant components.  The rule changes NRC's regulations to address a PRM-50-89 and restructures the NRC's requirements governing Codes and standards to align with the Office of the Federal Register's guidelines for incorporating documents by reference.
