Title: Licenses, Certifications, and Approvals for Material Licensees [NRC-2010-0075] 
Abstract: The proposed rule would amend the Commission's regulations to resolve inconsistencies that currently exist between various parts of title 10 of the Code of Federal Regulations (10 CFR) with respect to the terms "construction" and "commencement of construction." This action would also correct a typographical error in 10 CFR part 39.
