Title: Reactor Effluents [NRC-2014-0044]  
Abstract:

The Commission, in SRM-SECY-12-0064, dated December 17, 2012, directed the staff to prepare a regulatory basis for a revision of 10 CFR part 20 and a parallel alignment of 10 CFR part 50, appendix I, to align with the most recent methodology and terminology for dose assessment (based upon the recommendations of ICRP 103 (2007)).  This prospective rulemaking concerns potential amendments to part 50, appendix I.  The provisions in part 50, appendix I are based upon ICRP 2 (1959).  The SRM directed the staff to prepare a regulatory basis to support a proposed rule, and to submit that regulatory basis to the Commission as a voting matter.  This SRM also directed the staff to develop the regulatory basis in coordination with members of the public and other stakeholders (e.g., industry, other Federal agencies).  As a preliminary step to preparing the regulatory basis, the staff published an Advance Notice of Proposed Rulemaking (ANPR) in the Federal Register on May 4, 2015 (80 FR 25237) to solicit comments from members of the public, industry, and other stakeholders.  Due to a request, the public comment period for the ANPR was extended to October 1, 2015 on August 25, 2015 (80 FR 51481).  The ANPR for the parallel, prospective part 20 rulemaking was published in the Federal Register on July 25, 2014 (79 FR 43284).
