Abstract:
This rule would amend the Nuclear Regulatory Commission's regulations to 10 CFR part 110, Export and Import of Nuclear Equipment and Material. The proposed rule would provide updates and clarifications to 10 CFR part 110 based on recent industrial experience and technological changes. It would address logical changes to export licensing provisions brought on by technological changes involving industrial and research uses of deuterium and deuterated compounds. The action is necessary to address these technological changes in order to ensure the effectiveness and efficiency of the regulatory framework while best fulfilling the agency’s security objectives. Impacts would be to export license applicants. In addition, minor errors would be corrected and language would be clarified as appropriate. This rulemaking is a staff-identified activity, prompted after receiving informal input from industry and observing increasing trends in the number of export license applications received for deuterium and deuterated products. |
