Title: ●Streamlining Environmental Reviews Under the National Environmental Policy Act [NRC-2025-0478] 
Abstract:

This rulemaking would amend NRC regulations in 10 CFR Part 51, Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions, to update how the staff conducts National Environmental Policy Act (NEPA) environmental reviews for licensing and regulatory actions consistent with the Fiscal Responsibility Act of 2023 (FRA) amendments to the NEPA as well as Executive Order 14154, Unleashing American Energy. The purpose of this rulemaking is to revise the scope and depth of environmental analyses required for certain categories of NRC licensing and regulatory actions, emphasizing efficiency, elimination of duplicative reviews, and greater reliance on categorical exclusions and generic environmental impact statements. The revised regulations will support the timely licensing of advanced nuclear reactors, fuel cycle facilities, and other critical infrastructure essential to securing a reliable and resilient energy future.
