Title: Processing Child Support and Alimony Withholding Notices; Amendment 
Abstract: The Office of Personnel Management (OPM) is required to annually publish updates to the information currently contained in appendix A to 5 CFR part 581-List of Agents Designated to Accept Legal Process and appendix B to 5 CFR part 581-List of Agents Designated to Facilitate the Service of Legal Process on Federal Employees. Since the last updates in 2000, there have been changes to both process and technology that require additional substantive revisions to part 581. For instance, payroll activities are now conducted primarily via e-payroll by Shared Service Centers. Additionally, addresses and physical locations for each designated agent change with some frequency. OPM proposes revising section 581.201 to share the responsibility with or transfer the function of annual updates to the Department of Health and Human Services, Administration for Children and Families, Office of Child Support Enforcement. The appendices will be modified to account for these changes and replaced with an annual Notice in the Federal Register and ongoing updates to a designated website. Additionally, technical revisions are required throughout part 581 to account for changes in law and policy.
