Abstract: The Office of Personnel Management is issuing proposed regulations based on the Hubbard Act (Pub. L. 110-317), section 8, amending 5 U.S.C. 2108 to add a new category to the list of eligibles receiving veteransÂ’ preference for those members of the Armed Forces who receive a sole survivorship discharge.
