| Abstract: The Office of Personnel Management (OPM) is contemplating changes to the procedures applicable to an individual who seeks a determination that a failure to register for the Selective Service under section 3 of the Military Selective Service Act was not knowing and willful. These additional proposed procedures would allow for the submission of sworn testimony so that an individual could establish a credible basis to rebut a presumption of knowledge. | |
