Title: Pay Under the General Schedule and Recruitment, Relocation, and Retention Incentives 
Abstract: The U. S. Office of Personnel Management (OPM) will issue final regulations to improve oversight of group recruitment incentive determinations and all retention incentives; add succession planning to the list of factors that an agency may consider before approving a retention incentive; provide that OPM may require data on recruitment, relocation, and retention incentives from agencies on an annual basis; and make additional minor clarifications and corrections.
