Title: Presumption of Insurable Interest for Same-Sex Domestic Partners 
Abstract: The U.S. Office of Personnel Management (OPM) will issue a final rule to amend parts 831 and 842 of title 5, Code of Federal Regulations, to include domestic partners in the class of persons for which an insurable interest is presumed to exist. This regulatory change is needed to create greater equality in the Federal workforce. Extending available benefits will help the Federal Government compete with the private sector to recruit and retain the best candidates for employment. The proposed rule, therefore, is designed to provide Federal employees with more comprehensive retirement options that keep pace with leading companies in the private sector. Additionally, OPM is taking this step to recognize that individuals in domestic partnerships have the same insurable interests in the continued life of employees or Members as the classes of persons listed in the existing rule.
