Abstract: The U.S. Office of Personnel Management (OPM) is issuing regulations to extend locality pay to Federal white-collar employees in Alaska, Hawaii, and U.S. territories and possessions as required by law. NAREA requires that these locations be included in a locality pay area in 2011, and OPM’s regulation is needed to comply with the law.
