Abstract: The Office of Personnel Management (OPM) will issue a proposed regulation governing Federal adverse actions. This regulation will clarify the adverse action rules regarding indefinite suspension to assist agencies in understanding when it is appropriate to use this action. This proposed rule is related to the final rule that OPM published in the Federal Register on December 4, 2009 (74 FR 63531).
