The U.S. Office of Personnel Management (OPM) is issuing this proposed rule to amend the  Federal Employees’ Group Life Insurance (FEGLI) Program regulation to provide a timeframe for individuals seeking judicial review of the legality of an agency or retirement system final decision denying life insurance coverage, the opportunity to change coverage, the opportunity to designate a beneficiary, or the opportunity to assign insurance.  Current OPM regulations provide a 31-day time limit for administrative review of initial agency or retirement system decisions denying FEGLI enrollment or other FEGLI changes but do not state a time limit for seeking judicial review of FEGLI final decisions.  Accordingly, OPM has specified a 1-year time limit for filing a claim for court review of OPM final decisions involving FEGLI claims as specified herein.
