Abstract:
With recent availability of guaranteed issue coverage under the ACA’s establishment of State and Federal Marketplaces, the U.S. Office of Personnel Management (OPM) has determined that it is no longer necessary for Federal Employee Health Benefits (FEHB) Program carriers to offer guaranteed issue conversion contracts to Federal enrollees upon the termination of their enrollment. Therefore, this regulation proposes to eliminate the FEHB Program’s guaranteed issue conversion contract requirement since the Marketplaces now serve this purpose. |
