The Office of Personnel Management is issuing an interim final rule to assist current and former employees of the Department of Veterans Affairs (VA) in filing appeals with the Director of OPM regarding recoupment of awards, bonuses, or relocation expenses awarded or approved for these individuals. This rulemaking will prescribe general procedures applicable to appeals regarding an order by the Secretary of the VA, or designee, directing the employee or former employee to repay the amount, or a portion of the amount, of any award or bonus paid to the employee under title 5, including chapters 43 or 53 of such title, or title 38. This rulemaking will also prescribes general procedures applicable to appeals regarding an order by the Secretary of the VA, or designee, directing the employee or former employee to repay the amount, or a portion of the amount, paid to or on behalf of an employee under title 5 for relocation expenses, including any expenses under section 5724 or 5724(a) of such title, or title 38.
