Title: ●Updates to the Regulations Governing First Amendment Activities 
Abstract:

The Presidio Trust will propose revisions to its regulations governing demonstrations and the sale or distribution of printed matter. The purpose of the revisions is to conform the Presidio Trust's regulations governing First Amendment permits to the judicial decisions in  Boardley v. U.S. Dept. of Interior , 609 F.Supp.2d 8 (D.D.C. 2009) and  Boardley v. U.S. Dept. of Interior , 615 F.3d 508 (D.C. Cir. 2010), and to generally conform the Trust's permit policy to that of the National Park Service which was revised following the  Boardley decisions. This proposed rule, among other things, revises the definition of what constitutes a demonstration, revises the general rule governing the sale or distribution of printed matter and the distribution of message-bearing items, exempts individuals and small groups from the requirement to obtain a permit, refines how applications are processed, and adopts a rule prohibiting the obstruction of public passageways.
