Abstract:

On December 18, 2025, President Donald J. Trump signed Public Law 119-60. Section 535 of Public Law 119-60 modifies the Military Selective Service Act such that the Director of Selective Service is required to automatically register all men ages 18-26, effective December 19, 2026. Historically, and until December 19, 2026, those required to register with Selective Service System must present themselves for registration by either registering by paper form, on the Agency’s website, or through another Federal or state government form. Agency regulations will need to reflect this statutory change. In particular, updates are required in 32 C.F.R. Part 1615 (Administration of Registration). Modifications to Part 1615 may necessitate updates to other parts of 32 C.F.R. Chapter XVI.
