On December 26, 2013, OMB issued interim final guidance -- Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards - to all Federal award-making agencies.  Apart from the exception described below, this rule will implement the Government-wide guidance by adopting it primarily without change.  As required by the guidance, the rule will identify the SBA's Single Audit Accountable Official and Single Audit Liaison and institute a conflicts of interest policy for grantees.  The guidance allows agencies to create exceptions that are specific to their program needs.  Accordingly, this rule will set out an exception with regards to sub-grants or pass-through awards unless specifically authorized by statute for the particular grant.  This rule will also allow awardees to include the cost of audited financial in the calculation of their indirect rate.  Finally, since implementation of the Government-wide guidance would make SBA's regulations at 13 CFR part 143 unnecessary and duplicative, this rule will also remove part 143.
