Title: HUBZone and National Defense Authorization Act for Fiscal Year 2016 Amendments 
Abstract:

Section 866 of the National Defense Authorization Act for Fiscal Year 2016, Public Law 114-92, 129 Stat. 726, November 25, 2015, included language amending qualifying areas and ownership for HUBZone small business status.  First, the statute authorized small business concerns that are owned by Native Hawaiian Organizations to participate in the HUBZone program.  Second, the statute amended the definition of base closure area to include census tracts or nonmetropolitan counties in which the base closure area is wholly contained, which intersect a base closure area, or which are contiguous with a base closure area, and extended HUBZone treatment of base closure areas from 5 to 8 years.  Third, the statute added qualified disaster areas to the definition of qualified areas for HUBZone eligibility purposes.
