Title: Disaster Loan Program Changes 
Abstract:

This final rule will implement changes to the Disaster Loan Program regulations. In the Interim Final Rule, for applications for COVID-19 EIDL loans, SBA made changes to the definition of affiliation, the eligible uses of loan proceeds, how to apply the size standard to certain hard-hit eligible entities, and established a maximum loan limit for borrowers in a single corporate group. In addition, under this rule SBA changed which SBA official may make the decision on the appeal of an application that has been declined for a second time.
