Title: Regulatory Capital Rule Risk-Based Capital Surcharges for Global Systemically Important Bank Holding Companies (Docket No: R-1814) 
Abstract:

The Board of Governors of the Federal Reserve System (Board) expects to invite public comment on a notice of proposed rulemaking to amend the Board's rule that identifies and establishes risk-based capital surcharges for global systemically important bank holding companies (GSIBs) and the related Systemic Risk Report (FR Y-15). The proposal would improve the precision of the GSIB surcharge, better measure systemic risk, and better account for changes to the financial system over time. These changes would include changes to increase the use of average measurement over time of systemic indicators, would make improvements to the measurement of certain systemic indicators, and would reduce the introduce narrower score band ranges.
