Title: FAR Case 2005-037, Implement OMB Policy on the Use of Brand Name Specifications 
Abstract: DoD, GSA, and NASA will adopt, as final, with changes, the interim rule that amended the Federal Acquisition Regulation (FAR) to implement the Office of Management and Budget (OMB) memoranda on brand-name specifications. The memoranda were designed to reinforce the need to maintain vendor- and technology-neutral contract specifications and provide for maximum competition by limiting the use of brand-name specifications. The final rule will clarify when the justification and posting requirements for brand name items only apply to the portion of the acquisition that requires the brand name item. The final rule will also clarify when the brand name justification is required for orders issued under Federal Supply Schedule (FSS) Blanket Purchase Agreements and indefinite-delivery contracts.
