Title: FAR Case 2007-019, Contractor Access to Information 
Abstract: The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) are proposing to amend the Federal Acquisition Regulation (FAR) to provide regulatory coverage, including an "Access" clause that will govern contractor access to Government or third-party information in order to protect the information from unauthorized use or disclosure; and two "Release" clauses that will require contractors to authorize the Government to release information to another contractor, as long as it is protected from unauthorized use or disclosure by the access clause. This is a significant regulatory action and, therefore, was subject to review under section 6(b) of Executive Order 12866, Regulatory Planning and Review, dated September 30, 1993. This rule is not a major rule under 5 U.S.C. 804.
