Abstract: This case is being withdrawn because the SBA is updating their regulations to incorporate the change mandated by section 1312 of the Small Business Jobs and Credit Act of 2010 (Pub. L. 111-240) to establish a governmentwide policy on contract bundling, including a definition of "substantial bundling" and a requirement for each agency to publish a list and rationale for an bundled contract.
