Title: Maintenance, Inspection, and Testing of Grade-Crossing Signal Systems | |
Abstract: FRA proposes to make technical changes and minor amendments to final regulations which were published on September 30, 1994. These regulations require that railroads take specific and timely actions to protect the travelling public and railroad employees from the hazards posed by malfunctioning highway-rail grade crossing warning systems, and that railroads follow specific standards for maintenance, inspection, and testing of those systems. The amendments will clarify issues arising from implementation of this new regulatory program. No new costs are expected. | |

Additional Information: The final rule was RIN 2130-AA70, published 9/30/94 (59 FR 50086). The final rule became effective 1/1/95. In response to a petition for reconsideration, FRA conducted a review, together with rail labor and rail management, to address various implementation issues that had surfaced since the rule was enacted. After meeting with these parties in March, 1995, FRA issued an Implementation Manual on April 14, 1995. The manual is advisory in nature and intended to clarify implementation issues until such time as technical and minor amendments are made. | |
