Title: Lead-Based Paint Poisoning Prevention in Certain Residential Structures (FR-3482)
Abstract: The Office of Lead Hazard Control, in the Office of the Secretary provides overall direction to HUD's lead-based paint activities. ^PCurrently, part 35 of HUD's regulations addresses the Department's requirements on lead hazards in housing. The Residential Lead-Based Paint Hazard Reduction Act of 1992, which is title X of the Housing and Community Development Act of 1992, requires substantial revisions to HUD's current regulations for the evaluation and control of lead-based paint hazards in federally assisted and federally owned housing. The legislation evidences a concern with developing a national strategy to build the infrastructure necessary to eliminate lead-based paint hazards in all nonelderly, pre-1978 housing. The strategy will be implemented, in part based on guidelines issued by the Secretary on August 25, 1995, on the conduct of federally supported work involving risk assessments, inspections, interim control, and abatement of lead-based paint hazards ("Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing"). The revisions required by title X will affect HUD's housing programs and the housing programs of other Federal agencies. ^PHUD will consolidate the multitude of lead-based paint regulations found throughout HUD programs and will make them consistent, creating a single point of reference for the Department's lead-based paint requirements.
