Title: Implementation of the National Invasive Species Act of 1996 (CGD 97-068) 
Abstract: This project will establish regulations and guidelines to prevent the introduction of nonindigenous species into waters of the United States. Ballast water has been identified as a major pathway for the introduction and spread of Aquatic Nuisance Species (ANS). This rulemaking will establish voluntary ballast water exchange guidelines applicable to all vessels entering U.S. waters, as well as reporting and sampling procedures to monitor compliance. This project supports the Coast Guard's Marine Safety and Environmental Protection program's goal to reduce the volume of untreated ballast water discharged into United States waters, and the Coast Guard's strategic goal of protection of natural resources.
