Title: Locomotive Cab Working Conditions | |
Abstract: The agency has proposed to address crew working conditions on locomotives, pursuant to the Rail Safety Enforcement and Review Act (1992). FRA investigated a variety of locomotive working conditions, including sanitation, noise and temperature, and reported its findings to Congress. On October 31, 1996, the Railroad Safety Advisory Committee (RSAC) accepted a preliminary planning task to schedule handling of these issues, and established the Locomotive Crew Safety Working Group. The Working Group prepared recommendations addressing sanitation in locomotive cabs. The Working Group presented RSAC with these recommendations and the full RSAC voted to refer them to FRA as the basis for a Notice of Proposed Rulemaking (NPRM). FRA used these recommendations as the basis for an NPRM, which was published January 2, 2001. This project was originally considered significant because of substantial public interest; however, because the rule was developed through the RSAC process, which entails participation of all parties with significant interests, the expected public interest has not materialized. | |

Additional Information: FRA published a notice of proposed rulemaking (NPRM) on sanitary conditions in locomotive cabs on January 2, 2001. As originally proposed, this rulemaking addressed both crew working conditions on locomotives and the crashworthiness of locomotives. However, in anticipation of issuing two distinct rulemakings, FRA has separated crashworthiness of locomotives out from the original proposal and is handling that subject in a separate rulemaking (RIN 2130-AB23). | |
