Title: Affirmative Action and Nondiscrimination Obligations of Contractors and Subcontractors Regarding Disabled, Recently Separated, Other Protected, and Armed Forces Service Medal Veterans | |
Abstract: The Office of Federal Contract Compliance Programs (OFCCP) proposes to create a new regulation implementing the Vietnam Era Veterans Readjustment Assistance Act (VEVRAA) 38 USC 4212, to conform to the Jobs for Veterans Act (JVA). JVA amended VEVRAA in four ways. First, JVA raised contract coverage from $25,000 to $100,000. Second, JVA granted VEVRAA protection to a new group of veterans: Those who, while serving on active duty in the Armed Forces, participated in a United States military operation for which an Armed Forces Service Medal was awarded pursuant to Executive Order 12985. Third, JVA changed the definition of recently separated veteran to include any veteran during the three-year period beginning on the date of such veterans discharge or release from active duty. Fourth, JVA changed Special Disabled Veterans to Disabled Veterans, expanding the coverage to conform to 38 USC section 4211(3). This proposal will also increase the AAP threshold from $50,000 to $100,000 and will make other changes to the regulations. The VEVRAA Final Rule implementing the Veterans Employment Opportunities Act of 1998 and Veterans Benefits Health Care Improvement Act of 2000 at 41 CFR 60 to 250 is RIN 1215-AB24. | |
