Abstract: This proposed rule would codify guidance and make changes related to the Medicare Advantage and Prescription Drug Benefit Programs. The rule would codify guidance for special needs plans and medical savings accounts (MA program), clarify the prescription drug bidding and novation processes, and clarify the enrollment, appeals, and marketing processes for both programs.
