Title: Hazardous Materials: Incorporation of Certain Cargo Tank Special Permits Into the HMR 
Abstract: This rulemaking would amend the HMR by incorporating provisions contained in certain widely used or longstanding cargo tank special permits that have an established safety record. Special permits allow a company or individual to package or ship a hazardous material in a manner varies from the HMR provided an equivalent level of safety is maintained. The amendments would provide wider access to the regulatory flexibility offered in special permits and eliminate the need for numerous renewal requests while maintaining an appropriate level of safety. The six special permits in this rulemaking authorize cargo tank transportation operations not specifically permitted under the HMR. Incorporating these special permits into the HMR eliminates the need for over 10,000 current grantees to reapply for the renewal of six special permits every four years and for PHMSA to process the renewal applications.
