Title: Hazardous Materials: Revision of Special Permits Procedures 
Abstract: This rulemaking would revise the special permits procedures in the HMR by providing for an on-line application form and consider whether the information currently required for the application is sufficient to enable PHMSA to evaluate the fitness of the applicant and the safety impact of the operations that would be authorized under the special permit.
