Title: Cost and Software Data Reporting (DFARS Case 2008-D027)
Abstract: This rule amended the Defense Federal Acquisition Regulation Supplement (DFARS) to address requirements for DoD contractors to establish and maintain a cost and software data reporting process under contracts for major defense acquisitions as defined in 10 U.S.C. 2430 and major automated information systems as defined in 10 U.S.C. 2445a, i.e., major weapon systems procurements. During the proposal submission process, offerors are required to describe the process to be used to comply with the requirements, submit certain cost information with their pricing proposals, and use a Government-approved plan as the basis for reporting. Because the rule only applies to DoD contractors with contracts for major weapons systems procurements, and most small businesses do not participate in such procurements, the economic impact is expected to be minimal.
