Title: ●Reconsideration of Letters of Recommendation for Waterfront Facilities Handling LNG and LHG
Abstract: Under 33 CFR part 127, the Coast Guard issues a Letter of Recommendation (LOR) as to the suitability of a waterway for liquefied natural gas (LNG) or liquefied hazardous gas (LHG) marine traffic associated with a new or modified LNG or LHG facility. Currently, Coast Guard reconsideration of LORs follows the process set forth in 33 CFR 127.015, "Appeals." This rulemaking would clarify the purpose of the LOR, and would articulate an internal reconsideration process specific to LORs. This action would increase efficiency and support the Coast Guard's mission of marine safety, security, and environmental stewardship.
